Reasearch and Problem Identification

As soon as I joined the Rural Development Ministry, I initiated a survey/research study to identify problems that affected Indians who tend to be displaced due to the development of estates. Rubber and palm oil estates were being sold, fragmented and taken up for various kinds of developments or projects which did not give due emphasis on how the Indians who lived in these places were to be ‘rehabilitated’. This study was conducted by a team headed by Prof D Ramasamy (now second Chief Minister of Penang) of Universiti Kebangsaan Malaysia with an allocation of RM150,000. The study provided the necessary data for my community development projects.

Childminders’ Training

For a very long time MIC had wanted to organise courses/training for childminders in the estates and rural areas. This was often included in the list of resolutions tabled after the party’s AGMs but no one was able to institute an effective follow up for this very crucial agenda for the Indians.

When I became Parliamentary Secretary in the National Unity and Community Development Ministry, I turned this into a reality. For the very first time 900 childminders were trained under 30 programmes conducted throughout the country. A total of RM332, 200 was allocated for this project. In addition, 40 family development programmes were also conducted to create awareness on the importance of pre-school education.

Welfare Aid

My first government post in 1995 was as Parliamentary Secretary to the then Ministry of National Unity and Community Development. I realized the role this ministry could play in alleviating many of the welfare related problems that plague the poor in Malaysia. Often a major illness in a family can break the economic backbone of that family. The family gets burdened by huge medical bills and in a matter of time is swallowed by debts.

The Ministry had several ‘schemes’ by which to lessen the burden of such people and many were not aware of such an avenue of where they could turn for help. So I went on a ‘publicity drive’ to create awareness amongst target groups by organising seminars and workshops. I started off in my constituency and later spread the word to other areas of the country. The response to my ‘bringing the government to the people’ was very good and in a matter of a few months the ministry was able to render substantial help to many deserving people. Since then my work in that area has not stopped!

For example, from April 2004 to September 2005, my office had handled 3,500 cases, out of which 920 cases were welfare related.

Of these 354 cases were solved when the applicants received amounts worth RM16, 490,233 through Jabatan Kebajikan Masyarakat (JKM).

A further 26 people received subsidies worth RM 555, 143.67 for treatment from Institut Jantung Negara (IJN) while hospital fees for 34 cases were waived.

In addition to these, through the Yayasan Kebajikan Negara (YKN), my office received financial aid worth RM 290,934.94 for 34 cases.

These are just examples of the type of aid and help given through my work in one very short period – that is between April 2004 to September 2005.

To highlight the statistics on Indians, as of 2008, more than RM50 million (RM50, 363, 752) in welfare aid has been given to Indians through the Ministry of Women, Family and Community Development. When I started out with the Ministry in 2004, the Indians had received about RM 20 million.

MIC – Let’s unite

I would like to thank the president Datuk Seri S Samy vellu and MIC delegates for their support and confidence they have in me. The recently concluded party elections was closely contested and was a crucial one for the MIC. Now that the elections are over I am sure that all members will put aside their differences and come together to unite and strive for a better future. I am certain they will continue to support me.

Many questions and pressures have been exerted on the transition of power in MIC. I have been working closely together with Datuk Seri S Samy Vellu for many years now. He has been preparing me for the top post for many years. In fact during several campaign meetings he declared that I have experience, maturity and the capability to take over from him and lead the party.

Datuk Seri Samy Vellu has been an iconic leader in Malaysian history who has led the Indians through some trying times. A lesser man would have perished long ago. I am certain he must have a good plan in his mind, especially after having supported me as the deputy president candidate for the second time in the September 12 elections. He will know when it will be the best moment to hand over the reins.

Meanwhile the MIC has a lot of work to do and we will not waste time but move forward. The new leadership is made up of many new faces and the delegates have voted smartly by bringing in change where they saw fit. It is a good mix of experience and young blood. With this new mandate, MIC will continue to be an effective partner in the Barisan Nasional.

I start my blog today to thank all my supporters who worked hard, stood by me and delivered a historic victory to me and to the MIC.

To the MIC delegates who chose to stand by me, work with me for a better future and who overcame many obstacles, I congratulate you on this victory. This win is not mine but a collective one! It is OUR victory. Thank you very much.

I am humbled by the support, devotion and belief in me and my work. You give me great confidence to continue with my journey and my mission. I thank God for giving me the opportunity to work with so many people who have much to contribute and share. I will work hard to reflect all of their collective goodness and abilities.

While we celebrate this victory we must do it with due respect to those who lost and hope that they have the grace to close ranks and work together because our goals are the same – to work for the betterment of the Indian community and all Malaysians.
